For Russian citizens residing outside the Russian Federation, the most practical option is to issue a Power of Attorney authorizing a representative in Russia to submit the necessary documents on your behalf.

It is important to note that Russian consulates in the United States no longer accept applications for residence deregistration directly. Therefore, the participation of an authorized representative located in Russia has become essential.

How Do You Prepare a Power of Attorney?

The simplest option is to execute the Power of Attorney at a Russian consular office. Such a document is fully valid in Russia and does not require any additional legalization.

If visiting a Russian consulate is not possible, there is an alternative solution.

A U.S. notary public may notarize a Power of Attorney. After notarization, the document must receive an apostille to confirm its legal validity for use in the Russian Federation.
