The simplest option is to execute the Power of Attorney at a Russian consular office. Such a document is fully valid in Russia and does not require any additional legalization.

A U.S. notary public may notarize a Power of Attorney. After notarization, the document must receive an apostille to confirm its legal validity for use in the Russian Federation.
